“Bosco” as he is known to most of his friends and colleagues retired from the Alameda County District Attorney’s Office in March, 2004 after more than 32 years of service. He retired as a Captain of Inspectors and the Director of the Victim/Witness Assistance Division, the unit which he began in November, 1974, one of the first eight victim’s programs in a prosecutor’s office in the Nation.

Prior to his employment with the District Attorney’s Office he served as a police officer in the City of Oakland for over 8 years. He received his law degree in 1977 from Armstrong College of Law, Berkeley.

He returned to work in the District Attorney’s Office as a retired annuitant, shortly after his retirement, to begin the operation of the Alameda County Family Justice Center, in Oakland, (“a one-stop shop” for victims of domestic violence, sexual assault, child abuse, and elder abuse), where he currently serves as its Site Manager.

For over 30 years, he developed and was successful in the passage of various pieces of legislation in California to assist crime victims and their families.  He has provided numerous trainings, presentations, and consulting throughout California, the United States, and Canada.  He continues to provide information, technical assistance, and trainings to victim service providers, individuals, and organizations regarding victim issues, legislation, and services.

He has served on several boards and advisory groups dealing with victim issues on national, state, and local levels.  Most notable are the National Organization for Victim Assistance (NOVA), and the California Victim and Witness Coordinating Council, where he served on the Executive Board and Board of Directors of these organizations for over 25 years.
